Most residential solar installations don’t need planning permission under permitted development rights. However, certain properties require formal approval. This guide explains when you need permission and how to apply.

When Planning Permission IS Required

  • Listed Buildings: Almost always required – consult conservation officer
  • Conservation Areas: Usually required – local authority approval needed
  • Flats in Listed Buildings: Almost always need permission
  • Ground-Mounted Systems: Required if over 4 square metres
  • Panels Above Roof Ridge: Planning permission needed
  • Article 4 Directions: Some councils restrict permitted development

When Permission Is NOT Required (Permitted Development)

  • Roof-Mounted Systems: Panels flush with roof slope
  • Existing Roof: Can’t be on previously altered roof slope
  • Roof Area Limit: Can’t cover more than 50% of roof area
  • Heights: Can’t protrude more than 200mm above roof
  • Domestic Properties Only: Permitted development doesn’t apply to commercial buildings
Conservation Areas: Check with your local council. Many conservation areas require conservation area consent even though permitted development rules technically allow panels.

Listed Buildings

Listed buildings require planning permission in almost all cases. Apply through your local authority with photos and architectural drawings. Expect 8-12 week decision periods. Many listed building panels are available that match traditional aesthetics.

Flat Roofs

Flat roof panels can sometimes avoid planning permission if they’re on the roof surface (not wall-mounted). However, conservation areas and listed buildings may still require consent.

Application Process (If Required)

  1. Gather Documents: Roof plans, system drawings, site photos
  2. Check Planning Portal: Visit your local council website for forms
  3. Submit Application: Include £172 planning fee (standard charge)
  4. Wait for Decision: 8-13 weeks typical decision period
  5. Approval: Usually granted for standard installations

Conservation Areas

Conservation areas often require conservation area consent for works visible from the street. Apply to your local council. Decision times are similar to standard planning applications (8-13 weeks).
