UK mobility scooters fall into two legal categories. Knowing the difference helps you choose the right one and stay on the right side of the law.

Class 2 scooters (pavement)

  • Maximum speed 4mph.
  • For use on pavements (and crossing roads), not on the road.
  • No need to register with the DVLA.
  • Usually lighter and often foldable or boot-sized, good for shopping trips and taking in the car.

Class 3 scooters (road)

  • Maximum 8mph on the road, limited to 4mph on pavements.
  • Must be registered with the DVLA (it’s free, but required).
  • Must have lights, indicators, a horn, a rear-view mirror and a maximum unladen weight within the legal limit.
  • Larger and more powerful, better for longer journeys and rougher ground.

Which should you choose?

You must be 14 or over to use a Class 3 scooter, and while no licence is needed, you should be able to use it safely.
